I don't know how anyone could claim "Halloween capital of the world" without at least considering Burbank California. There are multiple neighborhoods that look like the scenes you see in movies. Kids and families packing the blocks. Houses decorated. And many high quality home haunts. Not to mention the perfect weather.

The greater Los Angeles area has multiple world class Halloween parties and Haunts like Disney, Knotts, Universal, Six Flags. Plus all the other pro haunts like the Haunted Hayride, not to mention Halloween shows and movie promotion pop ups. Plus enough amazing home haunts that there is now multiple lists detailing where to find them. We've personally been to three different neighborhoods over the years that on Halloween night look better than the ones you see in movies...... Sparr Heights, Rose in Santa Monica and Toluca Lake.

I know Los Angeles doesn't have the "Fall feeling", but it's hard to beat the weather and the sheer amount of Halloween related stuff. I mean Burbank literally has a year round Halloween store called Halloween Town!

You've got me wanting to move across country now. While I've never even been to the west coast, I will say that an otherwise cheesy 80's horror movie called Hack-o-Lantern (1988) helps back up your claims. They did a really good job of capturing that Fall feel and I fully expected it to have been shot in New England only to find out it was shot in Los Angeles!

There's quite a bit in Atlanta, GA.

As far as Haunts are concerned, Netherworld is considered one of the best in the country.
There's also about a dozen others that are within an hour's drive of the city.

Six Flags over Georgia also has Fright Fest, their annual haunt event running during spooky season.

If you're looking for film location tours, I believe there's still some running in Covington (The Vampire Diaries, The Originals, Legacies) and in Senoia (The Walking Dead).

If you're looking for a show, I'd go downtown to the Center For Puppetry Arts. During spooky season they host The Ghastly Dreadfuls, which is a spooky song, dance, puppetry, and performance troupe that's just insanely talented. And this year, the museum has the muppet versions of the monster cereal mascots on display.

There's undoubtedly more, but this is what was off the top of my head.
