I was playing around with linkage simulator and stumbled across this configuration. It would really work well with a Picovolt where you can set it start when it is laying down and it would stop then go in reverse back to the laying position. Or let it go ahead and just make one complete turn. But it wouldn't pause at the upright position. Pretty cool movement though.

That does look really cool, I will have to play around with that lever mechanism. My concern would be the amount of stress/ strain on the motor when trying to make that large of a movement in such a short period of motion in relation with the wiper motor arm movement, weight of the prop would be crucial. I think it would be better to have a spring loaded prop that jumps up and the wiper motor is used to reset the mechanism. I believe that would be a similar strategy used in the jumping spider sold at Spirit Halloween.

Those simulation programs can be a great tool but things don't always work in the real world like the simulation does. There's a lot of factors that come into play when you actually build it. Weight, stress, torque, and not to mention how very critical all the pivot point locations are. Being off the mark by even a 1/16" can make a difference.
