Keep an eye on local craigslist, FB marketplace and other local sale sites, especially right after Halloween is over. Could also check out Goodwill's online site (shopgoodwill.com). Great deals on there sometimes for pennies!
New masks... I'd have said check out the drug stores and smaller places (not Spirit or the Halloween only popups). Walgreens used to have some decent (for under $25) masks that weren't just absolute garbage, but I am not sure they still do Halloween costumes as well now as they did even 5 years ago. They all seem to moving to decor and the new costumes styles are more about makeup or printed/oversized constructs, so that typical old school rubber/latex masks (cheap ones anyway) aren't as popular now.
