If you can find a werewolf mask you can foam fill it . either with ab foam, or VERY carefully and slowly with great stuff. I think Stillbeast has a youtube tut for foam filling a mask with gorilla glue too.
Cut out a wolf skin shape from a large piece of fake fur (most of the fabric stores have coupons on their websites, could make a big difference on price for something like this) and sew or glue them together.
