It really depends on what you're using the wiper motor for. I would probably say no due to the fact the motor can draw close to that with no load.
These are the ones I use , although slightly more expensive , they provide trouble free service and will handle the amperage requirements of a wiper motor. The ones I use are in the 25 amp range . The one I linked is 8.5 amps Also you can fine tune the power supply if you need to.
