What is the size of the original image? If the image is small then there won't be enough information when the pic is enlarged.

If it can be enlarged then software exists to enlarge the picture but it's expensive.

It sounds like there is a pic on the computer you want to enlarge and then print (I think). Keep in mind alot of photos for the web are done at a lower resolution to keep the file size down. You will lose resolution when you enlarge which can make for a worse print. It will take a photo software to clean the picture up like Hauntiholik said.

I am wanting to make a 5x7 of the first pic of the burger king guy that batfly found for me see thread

I have several photo programs but suck at them (microsoft picture it express, dell picture studio, photo mvp, epson smart panel, photo impressions, and adobe photo shop). What is the secret? Any suggestions would be appreciated.

I know this is from 2005. But I thought if someone else had this question, I would help give some more information on it. You would need to have a photo in a format called "VECTOR".
This is what a vector file is.

Vector files are much more flexible and rely on mathematical equations that generate files upon rescaling in order to allow a flawless image quality. Vector files are most commonly used with graphic designers. Most commonly with the software from Adobe Illustrator, which specialises in vector work.

Adobe PhotoShop
You can't create vector files with Photoshop. You can only create raster files with some embedded vector data. This means there may be a vector square and its edges will remain sharp and crisp, however if that square has a gradient fill.

Your best bet would be to use a site such as "Fiverr" Hire someone to redo the photo as a vector file. They would have to redraw the file. You could also resize the photo, then you would have to use a program such as PhotoShop clean up and edit the file.
