Hi,
For my haunt this year, I wanted to make a section for a scare, where the monster can press a button, and have a strobe light go off with a sound effect while he jumps out to scare the audience. This is similar to what they do at Universal HHN in hollywood. Can anyone explain to me how to do this?

Probably the easiest (but a bit more expensive) solution is to use a prop controller. You would record the sound and when it's triggered it would play the sound and turn on the strobe light at the same time. I've also seen foot switches that the actor can hit with his foot.

A good foot switch is a christmas tree switch.

I just posted the first one I found but search for christmas tree foot light switch. I have a couple myself. Maybe then you could buy a strobe light with a built in thunder sound. We have one in our haunt but I don't know where it was bought from. I'm guessing that a new one will be at least $30 because the basic basic strobes are $15-20.

Terras PicoBoo AC idea is really cool though. Look at some of the related videos. It's a really flexible device that you will use again, and you can also buy hand triggers for it.
