A few years back I made a lot of tombstones and ghosts (souls) for a display entitled "Garden of Souls". The showcase is located here:

I have additional photos of the display on my pinterest account:

The displays endured heavy thunderstorms with no damage.

Last year I had a small garden in front of my witch hut. It had a monster mud giant mushroom, some Aubrey type flytrap plants made from easter eggs, a skullflower plant, and some other miscellaneous plants from the dark recesses of my imagination. A forgotten bale of straw made a nice mulch and covered up most of the bases. I swear this year I'll get better pictures!

Look up episodes of the Original Adam's family. Their garden is one of the things I immediately think of when I hear "Haunted garden."

I think a big thing that might help would be to figure out the story on WHY it is a haunted garden:
-the gardener who took care of this place long ago was struck by lightning while tending to it during a storm => lightning based ghosts/haunted plants maybe, lots of storm effects and such scattered around.
-a garden once lovingly tended to by a married couple . . . until an affair was found out, words were shouted, and the husband disappeared! Now it is said that he was buried in the garden and haunts the grounds... => bloody gardening tools, ghostly arguments from no where, a pulsing mound of dirt (modified thumping coffin in my head), a zombie husband and a ghostly vengeful wife
-Aliens have landed and are slowly replacing the normal flora with their own genetic monstrosities! => Audrey plants, crazy combination fake plants of doll/baby doll parts and flowers/bushes, robot plants for spying, alien craft hiding in a tree or on top of the roof

A silly story can help get the mind going in a direction for the right props to build/setup to lay out.

My approach would be "age" and "death." Tombstones that are very weathered and discolored, maybe one that was knocked over or broken long ago. If not tombstones then pots and planters that are very old and neglected. Same with garden statues, gnomes, birdbaths, etc. Cobewebs. Dead leaves. Dead branches. Dead flowers in a vase in front of one of the graves. Dead or dying and withered plants, weeds, moss, ivy, vines, etc. Blair Witch dolls. A rusty shovel with bones or a skull next to it. The remains of a gazebo that collapsed or caught fire long ago. Static or animated props like a raven, black cat, mice, insects, an old doll, etc. Eyes looking out at you from the shadows. Ground fog. Eerie lighting.
