I am tinkering with making a claustrophobia like effect and was thinking about using a parachute and fan. Do you think this will work?

Parachute, maybe, I'm skeptical of the fan part. But, I guess it would depend on the particulars. (I've seen hovercraft plans that use leaf blowers, so, might be worth looking into...)
