Do you have any sewing ability at all? I can do what I call 'halloween' sewing, nothing straight, nothing measured!
If you can do that, you could get an average size costume and add random swatches of fabric, at the side, at the shoulder etc. You might consider buying shirts, or skirts form 2nd hand stores for your extra fabric or I like to use garden burlap. You can find it in long rolls at home depot.
