The style is familiar, but I can't place it offhand.

You might try getting a really bright light and look along the bottoms/seams all over it. There very likely is a maker name/number of some kind on the bottom/backside that should help track down the maker. You may need to get a magnifying glass to see it depending on how small, but I don't think I've seen any toys made in the last 20+ years that don't have some sort of identifier from the cast/mold.
