Our haunt this year will involve having a lot of skulls throughout. I got these foam half skulls from a member of Haunter's Hangout. They are about 3/4 size and made of hard foam. After priming them, I gave them a coat of brownish latex paint, followed by some dry brushing.

Great job on the skulls. Does that person cast them him or her self? Is something similar commercially available?
Yes, she makes them for sale. Also makes a full skull as well. If interested, pm me and I'll give you her contact info

I think I might buy a few of these from her for a project Im working on. How do you plan to mount them to a surface? are you doing to glue them on or possible screw them on?
The ones shown painted will actually stand on their own. The other style needs to be leaned up against something to remain upright. We'll likely leave them free standing for our purposes or group them together in certain scenes. They could easily be adhered to a surface though if you were doing something permanent. We want to be able to move them around year to year. They are really great skulls.
