My budget is pretty flexible but thats too much over the budget.

What I do for the skin...... I find a cheap fabric (usually I have old sheets around.) Cut it to the shape of the apron, then add latex soaked paper towels to it... crumple up the paper towel first, open it up, dip it into the latex. Remove excess latex then lay it onto the cloth.
Rub it into the cloth. It adheres well and when you press it into the cloth you will get wrinkles. YOU WANT THAT. You can add several layers, but a couple should do it.

also, I like to tear the paper towels first to remove the straight edges. If you want areas that look like the skin has been cut and sewn together. leave the papertowel straight along that edge... let it build up there for thickness. When done, the area where the skin is supposed to look like its sewn together, I actually take heavy thread or thinner yarn and sew it up.... Hope this is kinda clear!
