If it were me, I would paint the wall green first and dirty it up a bit. Then I would get some thin paper add some tears and rips and paint it the second colour, and the lI would let it dry in odd shapes and then stick it onto the wall.Probably an easier way though!

Go to YouTube. There is a channel called Hollywood Haunter. They have a video on how to do peeling paint. It looks pretty simple to do. Good luck.
I was just coming on to suggest Hollywood Haunter as well! They did SUCH a fantastic job on that Haunted House last year.
They are so talented and sweet.

We did this something like this look this year, we were going for a torn wallpaper look but I think with a thinner paper, like lawrie mentioned, it should work well.. We painted the walls, then using spray adhesive put torn paper grocery bags on the wall. Then painted them the color of the wall and added distressing after everything was dry.
