I was able to loop a video using my wifes Vista Laptop.
It had a newer version of windows movie maker, I think.
I am at work right now so I cant check that.
But I was playing around with it and found that option.

It was windows movie maker that allows you to loop video being burned to DVD,
(its under "options"
