I know this isn't what you wanted, but Walmart has a $169 Headless Horseman animatronic with no horse. It uses, at least some of, the audio from the horse version.

I am aware that Costco is apparently selling a version of this for 2022 but they won't ship to the US and with customs it might take too long anyway.
