Scaring kids as in 2-5 range? No, I never do that personally. Although usually just whatever costume I'm wearing is more than enough to creep them out and I'll take the mask off to let them know I'm not scary. Six and up is fair game though.
Oh, and I wouldn't expect as many clowns this year. Funny enough I remember driving home one day last year and seeing some guy on the side of the road as a clown dancing.
