Hey guys
I created a string of lights for a flicker effect.
What I did was got an extension cord and installed 5 light receptacle sockets. At the plug I soldered in a fs-2 starter. Right now I am using 5 60w bulbs and find if only 1-2 bulbs are installed it has a nice flicker look (8 flickers every 5sec). But when I install the 5 bulbs the flicker effect isn't great at all (barely flickers- 1-2 flickers every 5 sec)

Should I install a different starter?

No only the FS-2 will work. You cant go more than 3 bulbs per strand. You are pulling too much current with 5 bulbs for the one starter.
You can try using 40 watt bulbs and see how it goes...... I am using 3 bulbs at 60 watts and they work fine.
