My local dump has a similar system where everything is seperated, more or less exactly the same as JA described.
The only difference is that they have a very strict "No Removal" policy. Under no circumstances can you remove anything from that site.
Earlier in the year I spotted around half a dozen oscillating fans up there. No amount of begging, pleading, threatening or bartering would convince the jobsworth little bugger to let me take even one.
When he asked me why I wanted them and I answered "For making Halloween props"
He gave me that look and I knew then that I was on a loser.
