Have you tried a fabric store? I've found black Velcro at JoAnns before. They sometimes have Velcro in multiple places, so if you don't see it, ask for help.

I forgot to mention that I came across a bowling ball fitted with a chain and padded ankle bracelet at a thrift store a few months back. I don't really want to know what it's original intention was, but I picked it up for about $5!
