Anyone have a good method of working with burlap?

I'm currently working on a scarecrow and wanted to shape some burlap and have it retain its shape. Was thinking about soaking it in a white glue solution and then waterproofing it somehow, but I was wondering if someone had a good method they'd be willing to share. Thanks!

Soaked in heavy liquid starch, pressed on to a styrofoam head form. Cut up the back to
remove from form, stuffed with plastic grocery bags. As for the waterproofing, without taking away the
texture of the burlap, all I can think of is clear lacquer, either liquid or spray on.

maybe tent waterproofing spray would work?
