I have the motion sensor and the wiring - I need a means of slowly (SLOWLY) turning the prop's head. That way I can set the motion senor where the prop will turn to look, and creepiness ensues.

Anyone know how to turn a head slowly?

a link to a PWM for dc motors. this type of device can be used for wiper motor, vent motors or other similar motive devices to vary their speed. The way it does this is by pulsing the power applied to the motor (turning it on and off rapidly) which provides a unidirectional torque that is unaltered (as would happen by using a resistive type device to slow the motor) to vary speed. That is basically a lot of words to say : hook this thing up between the motor and the power supply and use the knob to slow or speed up the motor.

You're gonna need some type of controller for this in addition to the motor (I would use a servo). The motion sensor will trigger the controller, the controller will activate the servo to the desired position for the desired amount of time and then return the head back to the "waiting" position.
