S.K. Austin did a 5 part workshop on that approach a few years back. They are under live workshops on his youtube.

I'd suggest a firm form to fill with the great stuff first. Either duct tape dummy, or plaster shell.

Are you pondering what I'm pondering?

I think UnOrthodOx is right on the money. Allen Hopps, of Stiltbeast Studios, had a very lengthy live broadcast of how he made a firm form using a human and how he filled it later to become a mannequin. https://youtu.be/EcKdlyYh2Nw shows the creation of the firm form and https://youtu.be/8rnW5skji1o shows the filling part 1. Fill part 2 is located at https://youtu.be/5N7io9q6j9s. (He uses something other than great stuff mostly because it does the same thing only cheaper and without dozens of cans involved.)

I guess it comes down to whether you have friends to become the exoskeleton or you have PVC pipe. To me, the carving required to make SK Austin's would be tougher to get it right. That said, most of my mannequins would be rather portly if I asked friends to help out, so there's got to be a bit of planning on which version is better for you.
