Looking for a battery powered fog machine that's small (small enough to conceal under loose clothing), it's gotta meet these criteria's.
1. Battery operated (portability is a must)
2. Small and compact
3. Wireless remote or long enough wired remote
4. little to no noise (practically silent would work)
5. Decent price (affordable)

Though simpler may work best in this case: A decent-sized Thermos filled with dry ice. Set up a slow, regular drip of water into the Thermos (or even just a quantity of water in the bottom?) Plastic tubing to channel the smoke/fog wherever you need it.

although dry ice seems to be a good idea, I don't think it would be practical only because I'll have to wear the device underneath my costume and would need a way to control the release of the fog w/ a remote trigger fixed into my glove.
