It should be a publication. Not a piece of paper. It is harder to fake.

If you are able to post and are not suspended due to infractions, then you are in good standing.

Do I have to be the sole creator/builder of my scene?

It must be your entry created by you. The scene "itself" should be created by you. Items within the scene do not have to be created by you. (such as store purchased props).
