    ok I am sure this is super simple but there are some requirement for this lol i need it to be cheep and i need it where i can use it both indoors and outside

    I would make a three-quarter Duct-Tape-Dummy on a stand and seal it with paper towels soaked in a 50/50 mixture of latex paint & white glue. I used this method to make a mummy last year and it worked very well.
