Ok, well, I'll bite on this one. Here is what I would do, take the plug off of the end of the string of lights. If it is possible to reuse it (aka: If there is a screw to get at the insides of the plug, manipulate the wires, and put it back) then hang onto it, otherwise go down to the hardware store and pick up a replacement plug. Then cut the string down to the length that you need. There are two wires, and each of these should be attached to one of the terminals on the plug (aka: There is usually a screw that holds the wire into place. Place one wire on each screw. There could be another mechanism to hold the wires other then a screw, but the concept is the same).
Once you close the plug up, it should work, plug it in and give it a try!
Now for the flashing: On a string of christmas lights there is one bulb on the strand that causes the flashing to occur. It usually has a slightly different glass/plastic bulb then the others. If you want the lights to flash include this light in your hacked strand. If you don't, then remove it and substitute it for a standard bulb from what you have left over.
Let me say that I have never hacked a string of lights before, but the wiring of them is pretty simplistic, and I believe that in theory this is sound. But this is certainly an "attempt at your own risk" sort of project.
