I've used a few different kinds, spray marking paint works well but the best is glow in the dark paint on latex, I got both at my local Home Depot.

Our Home Depot has the glow in the dark quart cans on clearance for $5.50 (down from $7... not much savings but not bad). If you want it to glow in color, you need fluorescent paint. Marking paint works well, but now they also have regular spraypaint (permanent) in fluorescent colors (or canned paint, though that's not always easy to find). You can find fluorescent/neon paint in the craft section too, just seal it with outdoor varnish afterward. If you have a hand-held blacklight or UV light, bring it with you to see if it really glows. Some blues, reds, and purples aren't actually fluorescent, just brightly colored.
