my 1st thought was to find several latex masks and creep them up and cut and stitch together, but i cant find any cheap enough on my budget

but now im wondering if i get some sylicone and smear it around on fabric (muslin) and creat the facial features and let dry and then paint and then stitch the pieces together for the apron????????
and for the face meat package, maybe use a release agent and place cheese cloth on a wig head form and smear sylicone all over and let dry and then paint and let dry and pull it off. will any of these ideas work?????

Try contacting mask companies directly and ask if they have seconds, which are masks that have defects of some kind. Some companies are willing to sell these seconds for a reduced price. I can't say how much exactly, but we sell our foam latex prosthetic seconds for 25% of the normal retail price.
Many masks are now made overseas to save costs, but it's worth a try.
Maybe the Dollar Store or Goodwill.

Do you have any friends you could life-cast? Or, how are your sculpting skills? If all else fails, you could use yourself.
I once made a mold of my face, by pressing heavy duty tin foil on it. Use several layers, and try to pick up as much detail as you can. Then you'll want to spray it with silicon spray or cooking spray, and fill it with plaster. Once the plaster is dry, peel off the foam, smooth the casting out with more plaster, and paint it. Now you have a plug to make a mold from. If you have a volunteer you don't need to make a plug. Either way, once you have a volunteer or a plug, get some plaster cloth and cover it, using petroleum jelly (if it's a person) or silicone/cooking spray to prevent the plaster from sticking. Once this cures, you have a mold that you can cast your faces from. Spray it with some mold release, and put a coat of latex in it. Use latex adhesive from the hardware store. Give it a couple of coats. Next take some latex foam (it's used for insulating doors and windows), and use this to fill in details like the nose. Once this cures, smooth it out and coat with more latex. Remove it from the mold and paint.

thanks for the replies, but unfortunately i am on a very tight budget.
all of those suggestions are great but not feasable for me.
i have searched goodwill (my home away from home lol) and they dont have anything i could use realy. they had a batman mask once lol and wanted $8 for it, so that wont help
ive never skulpted b4 other than using homemade paper clay for my evil clown dolls and also on paper mache' items ive made.
maybe i'll get lucky and find some good ones really cheap after halloween and make them for next year.

What is your budget? Do you have access to any mannequins or even wig heads you could use as a starting point?

You could sculpt a paper clay face, then put 10-20 layers of liquid latex onto it. When its peeled off and flipped inside-out it will look like a stretched, distorted face. Add filler with latex sheets built up on a cookie sheet.
PS - If you're on a tight budget, silicone is not going to be an option.
