I am looking for a spring (if it can be re-set)
or wiper motor based pop up.

something that will sit up, pause, and go back down.

Your probably gonna want to use a wiper motor attached to a cam or linkage which will transfer the rotary motion to a linear motion, someone posted a website which shows animations of different cams and linkages, but i can't find it, if anyone knows what i mean then please post it.

You will also need something to control how long the prop is up for and how long it stays down. A simple astable 555 timer could do this or a prop controller like the nerve center would work, but the contoller option is alot more pricey.
    Hope I've helped

Take a look at this. Uses PVC and bungee cords.

Ahh! Yes this might spread some light on this prop. I was wondering if there was a way to do it without using pneumatics. What do you guys suggest using, from the site posted above and below.

Otaku used a wiper motor and a circuit he designed to open his coffin - Wiper motor controller circuit
I'm sure you could modify it for your project.
I used the same design for one of my coffins and it works great!
