I don't have a wine cellar, but I do have a wine room. To set things up, our Halloween party theme is pretty much a mish mash because it is our first year. We have some grave stones for outside, jack o'lanterns, Frankenstein, skeletons, the classic stuff, and all from the dollar store. Needless to say we have some Halloween goblets, and I have my own chalice, plus drinking horns if I go viking for Halloween, which won't require much dress up to say the least. Our main party event will be pumpkin carving and a ghastly buffet of eyes, fingers, bleeding hearts, dragon claws, bones with blood and guts for dipping, veggies with oozing mummy corpse to dip in, skeleton ribs, and ground up trick or treater meat pies. I have an idea on how to do the bathroom if the wife will let me (hey I am the one that painted that bathroom to begin with, so if it has to be repainted I will do it again.) Of course I have ideas for the dining room, kitchen and den. All the rooms flow together, and of course the wine room is off the den. I already plan to mark some decanters as Type A+ blood for red wine, and Type A- blood for the non-alcoholic beverage. A wine cellar/room screams to be decorated for Halloween. So far I only have a sign on the door to the room that says "Lost Soul's Tavern". Here is a virtual tour of my wine room. I have close to 300 bottles. I am a home wine and beer maker. This will also be the grand opening of my wine room. I have not quite finished doing the regular work in it, i.e. putting in a couple of more racks, but it is pretty much done and ready to do tastings and such.
That is a light blocking curtain. The room is very vampire friendly.

Your ideas sound amazing.
Here are a couple of more ideas that you might be able to use:
Grape stomping with a twist.... fill a barrel with plastic grapes and a body, body parts, bloody feet, or bloody water.
Place rats, insects, cobwebs on bottles
Lightly dust the bottles with flour or baby powder to make them look dusty.
Hang bodies from grape vines, or impale bodies on grape vine stakes
Replace the labels of the bottles you are planning to use for the party with faux halloween themed labels (poison, biohazard, etc.)
Place candles in empty wine bottles, have the wax dripping down the bottle. During the party replace real candles with fake candles.
Place a dummy on the floor and place an empty wine bottle next to the victim. Optional, label the bottle with the name of a poison.
Save light colored wine bottles and fill with tonic water or other liquids that will glow in the black light. Add a black light. You can add other black light props or write black light messages on the wall.
Create a vampire theme. Label a couple of bottles with different blood types. Create a dummy, and have the dummy "draining" into an empty bottle with plastic tubing.Darkness has a hunger that's insatiable

Watch True Blood? The whole reason why the wine room is "vampire friendly" is in case Jessica came over for a visit. I am a sucker for a redhead. Pam could visit too.
As for dusting the bottles, most of these bottles have been sitting in the racks undisturbed, as they should be, for atleast a year. Any time I pull a bottle out to serve, I have to dust it off. That idea is already covered.
As I will have some new wines fermenting on the table that is over the little refrigerator, I think having another bucket with plastic grapes and body parts would be great.
I already do have some fake labels, and saved a couple of empty bottles of Tru Blood. I may decant some wine in that too for the night.
I like the rats, insects, and cobweb idea. I will see what I can work out on a dummy. Not quite sure where to get one or if I have enough time left to maybe build one.
