My guests ALWAYS have to come in costume so on my invites I usually say something like, "Wear your most outrageous costume and win a prize" or something related to them receiving something if they dress up. Make it worth it!!
As for the food, again, maybe say "whoever brings the grossest (but tastiest) food wins a prize". And have them come up with a disgusting name, like "ZOMBIE BRAINS" or "BLOOD SPATTERED PIZZA".
This gets me excited!! Good luck!

I have said in past invites (usually in a poem) to come in disguise, maybe to avoid being eaten by ghouls or avoid being drained by vampires. I agree you could say to bring your scariest or grossest concoction or appetizer. I'm always looking for unique ideas on here. There are all kinds of poems out there like that you could put on your invite.

I know what you mean that you do not want to be obtrusive in asking. I have put on my invatation costume preferred. Everyone came dressed. As for the food most asked if they could bring something. I like Witch Hazel's idea about the poem. You could say "I do have one wish that you bring your favorite dish!"
Something like that.
Deep into that darkness peering, long I stood there wondering, fearing,Doubting, dreaming dreams no mortal ever dared to dream before

I have a picture of an invite I saved on my computer (not at home right now) that is my absolute favorite, it says "come as you aren't" on it. It always makes me think of Nirvana. I believe it was for a nightclub but I liked the art style, I will post it later.
Finally remembered to post it....

Well, I have a contest for the spookiest dish and we also have a costume contest. So its pretty much implied in the invite.
“Do you know the terror of he who falls asleep? To the very toes he is terrified, because the ground gives way under him, and the dream begins.”

I always have a costume contest so I always list the prize categories on the invite. This year is "Prizes for: Best Hero, Best Villian & Best Couple/Group" That pretty much implies costumes should be worn

Sometimes the direct way is the best too. Just say you want them to come in costume & bring some food...OR ELSE!!

We always say: "costumes are required, or we will provide one for you." We have a "box of parts" in the event that someone shows up without a costume. We have had some people show up without a costume just to see what would happen. They have to pull three things out of the box and wear them all night. The parts include wigs, hats, glasses, cat ears and tail, feather boas, and many, many costume accessories and parts.
We think the direct approach is the best.

My invite is always a poem. Unfortunately I lost them all in a computer crash last year or I'd share some examples. But like Witch Hazel, I use some variation of 'come in disguise so creatures of the night don't eat you.'
