lol it was me who suggested painting bars on the windows for the asylum.
acrylic paints wash off of glass really well. BUT instead of acrylic how about water color paints. water color paints are like whats used in pre-school etc. and washes out of clothes and ANYTHING!!!
but maybe just use silver duct tape no mess, no worries, and totally safe and the inspector shouldnt have any rules about tape lol. just stick it on the glass and make sure it doesnt tape any windows closed for safety reasons.
after the party just peel the tape right off

if there is any glue residue from the tape later just wash windows with vinegar. or buy Goo-B-Gone (i think is the name) that was created to remove glue etc.

I think you would get the most realistic appearance using the pvc plus it's very cheap and very easy to cut. You can purchase this at Home Depot or Lowes and is a few dollars for a ten foot piece (probably the 1/2 inch size would work) which is probably all that you would need. If you have a drill you could get 1X1 boards and drill holes and fit the pvc. If you want it to be very removable and not leave any stick residue and have metal window frames you could use strong magnets to attach it to the windows. If you dont have a drill you could probably use the same concept with stiff cardboard instead of wood.

How about just a roll of electricians tape? Its black, leaves no stick residue and thin like the diameter of a steel bar. Bout as simple and effective as it comes!
