JoAnn's has the foam pirate hats, hooks, and foam swords. Maybe get some red fabric and make a sash. Then you can a whole crew of mini pirates. Maybe they could decorate an eyepatch? Hide gold coins kinda like an easter egg hunt. Teach them pirate talk.

Ok. You can try looking for ideas by watching video of Pirates of the Caribbean ride, and the pirates island at disneyland. Some years ago I made a kids pirate party too. I could recomend you to try making caves and/or pirate shipwrecks for your treasure haunt. There are posable skeletons at Oriental Traiding company. They are awesome, and can be posed into many positions and will make a fine decor. They are 30 dollars each, but you can find cupons on the internet and get them for 20. You can try making pirate flags. Just copy some skeleton design on white paper, and paste it on a big black fabric, and have fun tearing it a little bit appart so it looks like an old pirate flag (as part of a shipwrech) You can make a treasure chest that contains candy and or prices or buy one at spirit (made out of fabric). The invitations may be pirate maps showing the guest their way to the party, as if the party was on the "X" spot. You can also try to make a treasure chest piņata, filled with chocolate coins. You can make shipwreck parts with chicken wire, and cover with newspaper and brown paper so it looks like old wood, etc. Just inspire yourself with the videos I told you. Everything can be done in a creative, easy, cheap, and fun way. Hope this had helped.

The caves may be done by rugging lots of sand paper or painted and rugged newspapers pasted to the walls. By rugging the paper you'll make "rock-like" formations. Download pirates of the caribbean ride music from youtube. Pirate hats are sold at any party store. Also you can rent an inflatable ship for kids to play in it (one of those BIG inflatables for many children to jump in it).

Check out the local pirate reenactment groups in your area. There are several in Washington. They often do parties in full pirate garb and can even teach the little powder monkeys a thing or two. If I were closer, I'd offer my services. I belong to such a group down here.

With this age group - I really like easy to work with crafts. If you go onto Oriental Trading's webstite - they have lots of pirate themed activities and party favors, treasure maps, chests, gold, etc.
Perhaps they have a decorate your own pirate hat or sword - like the foamie stuff. From your post, these kids are all under 5 so keep it as simple as possible.
Maybe you could have your brother dress up as a pirate. Kids love people in character!!Is it Halloween yet?

I agree with all of this considering the age.
If you could get them costumes to that would be icing on the cake. Some of the novelty stores sell kits with hooks-eyepatch-sword.
You don't have enough time to order(maybe you do) but I got some cool light up eye patch's from virginiatoys.
They are going to be quite the hit.

Maps, hooks, eyepatches, and sword kits are being sold at Dollar tree and the 99 cent store. At least in Tempe, AZ.

What about "walking the plank" - having to walk a thin line of tape without falling off.
- hide a bunch of pirate jewels and coins in a specific area (roped off) and have a timed contest to see who can dig up the most.

I read about a woman who served "sharks blood" - 7up with red fruit punch ice cubes
