one year we did a "Munsters" theme...since they were a family of classic monsters.
I was Herman, wife was Lily, then we had friends as Dracula (grandpa), various other vampires, etc.

I would recommend making most of your decor yourself starting the builds as early as possible. You may also opt to buy all Halloween themed items at your local 99 only cent or dollar tree stores to stay within that tight budget! There is so much that can be made from the cheapest materials and others trash sitting on the curbs. Its just a little bit of time and elbow grease! Best of luck to ya!

Munster cheese... Colby-Jack cheese laid out on a serving plate that happens to have an old zipper on it. "Run! It's Jack-the-Zipper!"
Then the zipper un-zips and a hand reaches up from under the plate, fumbles with the zipper, curses and sticks their hand with a knife! Well maybe leave that part out. Don't do that.
But then, did they have zippers in the 1890's? Prob. did in England the tech-center at the time. "Classic Monsters?" You mean Attillah the Hun? Ghenghis Khan? Vlad the Impaler?"My Insanity is well-respected, until they wiggle free and become a stringer for a tabloid"

If I was on a serious budget, I'd stay away from too tight of a theme. I'd do a generic sort of haunted house.
Cobwebs (in a bag) are great as long as you get multiple points to attach them to (I use tiny finishing nails and velcro stickies but make sure you don't pull the paint off a wall!)
Thrift stores:
white sheets to throw over the furniture. Cover your couch, chairs, tables.
Lighting!! Get rid of all of your regular bulbs - change them out to orange or purple ones (I've seen these for cheap at the dollar store) and use candles (but be CAREFUL where they are if you are using open flame!).
Also, be careful with the lightbulbs that look like a regular incandescent that are sold as "blacklight" bulbs. Those things are dangerous hot and don't work. Look for the party bulbs and true blacklights are either the long tube florescents or the compact florescents that look like a curly bulb.
Check the thrift stores and garage sales - I've found a giant silver candelabra, picture frames that can be painted up to be creepy, lots of halloween decorations...
Remove all of your sports memorabilia, family pics, and anything "regular" decor-wise. If you can't creep it out, then put it somewhere else.
Check out the recipes on here for some good ideas on the food (it's cheaper making it yourself) and make it a BYOB (booze) and you should be fine.I'm a Halloween Bride! 10/31/2002

I LOVE the Jack The Ripper idea.. But I would keep it a little more vague.. make invitations and word them in old English.. Make it sound like the party is taking place in London.. You can still cover the furniture in sheets, and put lots of candles on the tables. (I recommend the PVC candles) You can also get old looking books at the thrift store. I bought red velvet like material at Joanne's (using the 50% coupons they have every now and then) and tacked them over my windows to look like old drapes. (There are pictures in my album). You could download old Victorian pictures off of the internet and then buy picture frames at the Dollar Tree. Then you could dress up as Jack and your wife (or someone else) can dress up like a bloody prostitute!! Just some thoughts off the top of my head.
