Here's another strange one...
The guy must have been pretty convinced that he saw somebody to have involved the police...

I think I would have been reaching for my brown trousers...

Well, it certainly looks authentic enough to me. If it was faked, I need to speak to this kid and get him working on some FX for my haunt this year!
As with all paranormal phenomena, my honest answer is that I really don't know..I've never experienced anything personally, but I do keep an open mind . Even when all the hoaxes, mistakes, tricks of the light and misinterpreted natural phenomena are considered, there still remain a good few cases that cannot be explained.
Here's a link to another story in the same article, just in case you missed it.

the girl one could have really been a girl. one time in our neighborhood we found a young boy out just like that. he was only about 3. we held on to him and called the police and they picked him up. who knows if the police could have found him otherwise.

I think it's the person's shadow.
You can see there's a light on a string/chord hanging down at the top of that stairwell. towards the end of the footage, you see that lightbulb come onto the screen in the upper right.
The footage COULD be faked simply by moving that light behind the person to cast the shadow. This also explains why the shadow maintains the exact same shape as it "moves" across the wall there.
Not saying it neccessarily IS, but it certainly COULD be faked. Thus, I tend to assume it is, whether intentionally or not. (even if they bumbed that light and it was moving...)

we lived in a house quite a few years ago and everyone was afraid to go up the stairs. you got a evil feeling half way up. now after watching ghost hunters i am pretty sure i debunked the feeling. there was a vent 1/2 way up about where the feeling was. i bet if someone went to the basement they would have found wires giving off a high reading. of course i don't live there anymore so we will never know.
