That just means he is not a spammer and that he (sorta) is selling product and not stealing bank/credit card information.
Open a dispute with Paypal to get some of your funds back.
This is why I suggest to ALWAYS pay with credit card EVEN with Paypal. If Paypal can't/wont help you, your credit card company will.
Also, do not accept delays. If they don't have the product in stock, request to cancel and get a credit. He should not be charging you unless he ships the merchandise. Dishonest merchants prey on the good understanding hearts of buyers (they call us suckers).
Most banks have to wait 30 days from the time the merchant promises a credit before they can get involved. If he doesn't respond, good, dispute it.
