Okay, to create a wheel base for a heavy wheel (mine is solid oak and weighs maybe 15 lbs.), I would use the same configuration but use a stronger base with an A-frame type of support. I would also use a very thick and sturdy bolt to hold the wheel. (Mine is about 5" long and 0.5" thick.) Once attached, you can animate it with a wiper motor.
