Welcome to Halloween Forum!
Yes, Japan has been very slow to incorporate Halloween into its culture. It's often viewed as a fun day for young kids to dress up and parade around (since trick'n'treating is virtually non-existent). While professionally operated haunted houses (obake-yashiki) do exist, they are usually small scale and operate mostly in the summer time. They are often heavy on the atmosphere, but don't have the over-the-top scares of state-side haunted attractions.

Japan really is a great place to live, aside from the lack of full-on Halloween. Of course, that means I don't have to do much for people here to think I'm some sort of hardcore haunter.
I will say, people here who've been exposed to Halloween really like it. Most of the parents have started to dress up for the kids party we throw every year. Kids start asking me around April, "When is Halloween?" And the Japanese certainly have their own serious costumers and prop-builders--just look into "cosplay". In fact, in May I'll be hitting an amusement park here with a half dozen friends for an open air event. We'll all be going as characters from one of my friend's many novels, and the author will also be there. Should be fun.
But this month, I get to hit the States and stock up on supplies that'd be a pain to have sent over. I've already got 15 lbs of Bucky parts lined up for a checked suitcase that'll have someone in TAS changing their shorts, and I'm working on fog machine and timer to bring back, too. I foresee many trips to Wally World, Dollar Tree, Micheals, and Big Lots during my stay. I'm SOOOOOO happy my luck isn't running true to form--usually I'd discover an awesome resource and shopping list generator like this about three days AFTER I return to Japan.
