I bought the DVD today. It was 3.99. It is released by Aliance Atlantis. Was released in 2003. Region 1. The cover art has Marylou with a bright light behind here on top of a flight of stairs. Now, my question is, is this OOP? I searched the internet and can not find any info on this DVD. I know its not a bootleg. So, anyone know if its OOP, or hard to find, ect?

I know the picture you're talking about. I believe it was the theatrical release poster, if memory serves. I've never seen it on a dvd cover.

Ah, it was the theatrical release poster and at the bottom of the wikipedia article it says it was the Canadian dvd release.
