Yup! That's from The Man Who Laughs. Word is that his role as Gwynplaine in that flim was the visual inspiration for The Joker.

I can see that. But he is WAY, WAY creepier. By far. Everytime I look at that pic I feel dread in my chest. Sheeesh.
