What about paper mache over bent wire?

how far away from people will they be? You might could get away with using blue foam and carving out a hook and sanding it down. Then paint it.

Try one of the dollar stores and see if they have pirate accessories like a hook hand that might look decent.

Also, there are hooks sold for draperies that screw into the wall horizontally to keep your curtains open, maybe check out Anna's linens to see if they'd look good hung vertically, of course they won't have points on them.

    Check it out: http://www.annaslinens.com/category/35/1/hardware.html
scroll through the pages of hardware, There's one with a birdcage tip that looks perfect.

I would simply go to the nearest hardware store and buy a couple of the longest easetrough nails i could find and then, using a vise and some brute force, hammer them into the desired shape of a meat hook.....voila! Nails are usually made with malleable iron and can very easily be bent.....leave them outside for a bit and they get nice and rusty too!

Also check restaurant supply stores online. I got authentic ones for super cheap last year.

I've seen meat hooks at some dollar/99 cent stores as well as the drug stores and party stores. They seem to be an "in" item this year.

I used a couple of hay hooks in my haunt and I think they worked out pretty well. You can get them at any feed store:
