I have a very nice low flow ground fogger but ... I can't get the fog to stay on the ground when it is in use outside! Is it too cold for it? When I put it indoors, it works like a charm, when I put it outside, it puts out fog like a regular fog machine. Any advice, please.

Build a fog chiller. Fog is hotter than the surrounding air so it rises. Cool it and it stays low.

To improve the quality and appearance of the low lying fog:
1) Swap out the fog fluid with low-lying fog fluid (froggy's freezing fog)
2) Use dry ice in the "ice chamber" instead of regular ice.
3) A damp ground will make the fog linger longer on the ground.
4) Keep your scene warm ( a few flood light will generate a good amount of heat) by keeping the scene warmer than the fog...the fog won't rise as fast.
5) Make a chiller( if possible)

Remember, hot air rises, cold air sinks and, this in essence is what is making your fog hug the ground (indoors). Take the whole assembly outside and WHAMMO, the elements conspire to blow your fog away, heat it up and dissipate it altogether. I have seldom heard of anyone on this forum who has ever had a perfect, outside fog display. I myself have three fog machines going on Halloween and it all amounts to a "Haze" when the wind is'nt blowing making everything look a little like London at midnight. I can never get the graveyard "creeping fog" like one sees in the movies........

I use a chiller but even so if there is even the slightest hint a wind it get blown all over, it's not as cool but between us and the guy across the street we put up a lot of smoke and it still gives a creepy effect, good either way.
I had never heard of "low lying fog juice" but if it helps that would be great ! I'll have to give it a try.
