I am not sure about software, but I use stand alone units and they work great. I have a boss vt1 and those guitar pedal units work good too. Just plug the mic into the unit and then the unit into your amp/speakers. You can get them for about 100-200. Check the pawn shops for guitar effects pedals. They can make all kinds of voices from chipmunks to demons.

You haven't described the kind of changes you wish to effect. I picked up a Alesis Microverb 3 for $25 recently. It too needs an amplifer to drive the speakers. I got it for the reverb effect, as in Pay no attention to the man behind the curtain !. From what I read the Microverb 4 (about $100 on fleabay) has more effects, and can store your created ones. I would assume other mfg products can do similar. Real time software for the computer was limited to newer versions of some higher end products, or downloading stuff with a dubious pedigree. At least this is what I found when I looked two months ago.
