I would think you'd be hanging it from a tree of some sort, right? The best way is to use a motor, most people round here tend to use windshield wiper motors for their power. You'd first mount the motor to a piece of wood or box that you can fasten down to say the tree. Take and add a piece of flat stock steel however long you want the circle she'd fly into be and then attach the lisa to it. I mean I don't know if that'd help but that'd be a simplest way I feel.

think kids mobile.
6' pole, lisa on one side counter weight on the other and hang the entire assembly from a tree/ teather etc.
the closer the hanging string is to the counter weight, the larger the circle lisa will make.
you could let the wind do the work or include any number of mechanical devices to raise/lower/ turn your mobile.

You could rig her like the Axworthy ghosts prop.

I would suggest hanging her broom from a tree branch (or two.) One end could simply be tied to the branch. The other end would use a line through a pulley on the branch (down to the ground.) This line could be attached to a motor that slowly rotates and gently raises that end of the broom up and down. A weight should also be attached to the pulley line, which almost balances the broom's weight (but not quite.) That way, the motor wouldn't have to be so strong, and you could probably get away with using a cheap rotisserie motor (if your balancing weight is close enough to neutral.)

I haven't built an axworthy yet so I can't say for sure but it doesn't look all that hard. What are your space limitations like? If it's a little cramped I don't think you could do justice to an axworthy rig. I like the kids mobile idea if you could rig something like that then there is no motor at all and therefore no expense to create the force needed. Another way to do it if you don't have a tree is to build a stand that can be painted black, and use a wiper motor on the broom to give her a hovering effect. Just my two cents good luck and if you can post some pictures when it's done that would be awesome, I'd love to see what you come up with and how the Simpsons theme turns out
