I heard someone once say they used pvc pipe glued to the back of the tombstone to slide over a rebar to hold up tombstones. I think this sounds like a good idea and I want to try it.
What type of glue would work well? Would a hot glue gun be sufficient?

Silicone should do the job.

A hot glue gun should work too, but I don't know if that would melt the foam or not.

I use Loctite for Foam. Make sure you grab the "For Foam" type. Liquid Nails also makes a "for Foam" type. Very Important. I learned the hard way.

Liquid Nails Construction Adhesive.
That's all I've used for many years.
