I spray painted a styrofoam head last night neon green and awoke this morning to a glob of melted head green mess.

any good paint you can recommend that wont melt the heads lol ?

You have to use a water-based paint on styrofoam or it will melt. The solvents in the oil based spray paint break down the the foam molecular structure. There is I believe some water based primers out there that are compatible with oil based paint that you could use to seal up the foam before trying an oil based spray paint, but if you go with water based paint there is no worry about "melting".
