Glow in the Dark Clear Blue Paint?

I have a static ghost prop of a woman. I used a mannequin head painted white. I wanted to find glow in the dark paint that would go on clear and glow blue with a black light. I paid a fortune for a can of blue Clear Neon clear coat and it did not glow very well. The white ghost gown glowed just fine so I don't think it was the black light. Any suggestions for other products to use?

do you want glow in the dark or blacklite paint they are different glow in the dark uses phospherescent powder,so it glows when lights are shut off blacklite paint is exacly that responsive to blacklight flourescent colors respond under blacklight , if you want blue paint to react under blacklight paint it flourescent blue, the blacklight hairspray also has a bit of a bluish tint to it and goes on clear

I soaked my ghost's cheesecloth in a bucket of RIT Whitener (one box plus the water it asked for...perhaps more if I needed to "cover" the cloth, I don't recall). I left it for a couple of days unintentionally, things came up and it sat for at least 2 days in the mixture. She has two Feit brand corkscrew black light bulbs in front of her, about a foot and a half away, and this pic was taken with my terribly crappy cellphone camera--she actually glowed better than this:

As for painting it with liquid Tide, the only drawback would be if your prop gets wet from rain, if this is a concern, go to home depot and buy some latex polyurithane, and mix the Tide with that, and when it dries, it will be water proof and clear.

Tide works quite well, but isn't weatherproof, washes off when it gets wet. No surprise there.

I use that, but I also use Rosco Paints they have an invisible blue, that goes on and dries slighly opaque. Just adds a bit of milky coverage to whatever you are putting it over. Rosco tends to distribute through stage companies, but their website would pinpoint your local dealer.
