I'd make a frame out of pvc pipe and then build out the body around that frame. Draw out how you want the witch "posed" and then build the frame from that drawing, use your own arms and legs for lengths if you want to. You can use those pool floats called "noodles" to build out the arms and legs over the pvc. Then dress your witch and hang it out...

    Good Luck!

Since I am in the process myself I would first suggest you do some research...I would suggest stolloween, lauriebeast, terra, pumpkinrot, spookyblue, born2haunt.com....the list goes on and on, and on....
then look for the cheapest materials that are also lightweight...like branches for the arms, legs, hands and fiingers. Paper mache is always the cheapest way to go since it only requires glue, water and paper. Then build up the features from the base.
It never hurts too make a plan as suggested just to keep your thoughts organized...and the rest will come. It just a matter of getting started. Good Luck
The only downfall of Halloween is it only happens once a year.
