I do not know anything really about Pnumatics and i do not own an air compressor but i want to create a pop up prop that acts in the way a pnumatic one does, is there any way to do this that is with a low budget?

You can do similar types of popups using bungee cords. The down side is that you will have to manually reset the prop after each time it pops up. Here's an example.
Another option would be to use a motor with a cam to give you the up down motion and then by using some switches, turn the power to the motor off when the cam is at the highest popup spot. Then to reset the prop, power is reapplied to the motor and another switch to shut power off again to the motor when the cam is at the lowest spot.

As The Pod said, a motor and a cam can be used. I have used a wiper motor for my monster in the box.

There are instructions on the Monster List for an airless body slinger, but as The Pod said, you would have to manually reset it every time.
One can never have too many skulls!

You can use a wiper motor and some simple set-ups that turn the rotation into an up and down motion. All hooked up to a motion detector and you do not need to reset. Most of my graveyard ghouls are run by wiper motors. Go to www.horroween333.com to see a few. The scarecrow rises and turns with a wiper motor as does the woman in the well.

I made this pop-up using a solenoid and a spring from a dishwasher. Just use a skull head or whatever in place of the axe head:

I was also going to suggest a solenoid and spring, much like a large pinball bumper or plunger assembly. Also, what about something always under tension, like a bungee or spring and a dowel of some sort. Then have a motor that spins and pulls the down back down.
